"Report of the Council Meeting held on 24 March 2011 - The DA made use of one of the most strongest possible forms of protest a political party has, namely a walk out, at the March Council Meeting.  This happened as a result of Councillors receiving 4 volumes and various other late reports totaling about 2 200 pages at the beginning of the meeting.  (The DA has over the past 5 years complained regularly about the many volumes of late reports that are laid on the table at Council meetings and cannot be scrutinised properly).  The smaller parties pre-empted the walk out as only 7 of the 21 councillors attended the meeting. "Cllr Amos Masondo, Mayor of Johannesburg, did not pose a rhetorical question, as was widely accepted at the time, when he (m)utterd his now infamous words, ‘crisis, what crisis?’ (in response to reports on the City’s billing problems.)  No, the Mayor was only trying to differentiate between the billing crisis and the pending bankruptcy crisis facing the City. The latter is extrapolated from an analysis of the Adjusted Operational Budget for 2010/11 which was presented at the February Council meeting." <click here to read more>

"At this October meeting, a new competency for Councillors - questions to the Executive Mayor - was entertained for the first time.  In his usual affable self, Mayor Masondo managed to NOT answer the questions, but rather politicise the issues of unaccounted for water as well as credit control action if water and electricity meters are not read. After this exhaustive effort, the Mayor spent the greater part of the meeting ‘thinking with his eyes closed’.  " <click here to read more>

"The March Council Meeting is a most significant one with items referring to the past present and future all presented to the Council on the same agenda. These items included the CoJ’s annual report for 2008/09, the half yearly reports for the 2009/10 and the proposed tariffs and rates increases, the draft budgets and IDP for 2010/11.  For the major part of the meeting, the Mayor sat with his eyes closed and the head first dropping to the side and then chin to chest.  It has however been declared officially the Mayor, Cllr Masondo, does not sleep during Council meetings, but that he thinks with his eyes closed." <click here to read more>

"The agenda of the council meeting on the 25th February 2010 was dominated by frank and shocking admissions by the administration that the City of Joburg is experiencing a financial crisis. Certain strategic interventions were proposed to stabilize the financial situation, but according to the DA, these proposals are not far reaching enough and do not deal with the crux of the problem namely mismanagement, lack of fiscal discipline and a general lack of expertise." <click here to read more>
